Rate Study

Sunnyslope County Water District must abide by the stipulations of CA Proposition 218 such that all rates and fees must directly correlate to the actual cost of the service being provided. Water and sewer rates cannot be used to fund, support, or subsidize anything that is not directly related to meeting customers' water or sewer needs.

Therefore, prior to implementing the newest rate and fee structure, Sunnyslope hired Raftelis Financial Consultants Inc. to conduct a thorough assessment and study of the District's rates and fees to ensure they satisfy Prop 218 requirements. This study considers all the facets of water and sewer service and the costs associated with them so that Sunnyslope can demonstrate the logic behind its rates and fees.

The 2024 Sewer Rate Report was reissued in September 2025 to refelct the anticipated 8% increase presented in the report after staff noted the published rates reflected a second 15% increase which was not correct, and not the intent of the Board of Directors.  All customer bills were corrected the same month the error went into effect. The Board of Directors authorized an inital rate increase of 15% in 2024, and then 8% potenital increases for the follwing 4 consecutive years. 

Due to improved water plant operation, reduced costs of imported water and the completion of the ADRoP project in 2026, the Board will consider as part of anual budget planning an action of not implementing the fiscal year 2027 or 2028 rate increases based on cost outlays and finacial stabilitiy
